I thought this was an interesting article “A Good Cost Estimate: The Foundation for the Art & Science of Pricing: by Jerry Buonanno on the value of a viable cost estimate.  He says “Good pricing isn’t just a good idea; it’s essential to every successful proposal.”  He discusses the need independent of your definition of success.

The article also includes guidance on assessing customer requirements, data collection, estimating, and price to win.
