I recently saw a presentation by Bernie Fox of Rand regarding guidelines and metrics for assessing space system cost estimates.  Very interesting presentation (if you are interested in space systems)

The paper includes:

  •  Average costs and ranges for space vehicles, subsystems, and components for crosschecks.. Powerful
  • Common issues in estimating the cost of space programs
  • A space system specific portions of Military Handbook 881b (MIL-HDBK-881b)
  • The National Reconnaissance Office WBS for more detailed breakdowns
  • Cost / Risk Analysis
