Optimizing Development Projects With Multi-Vendor Approaches

Using multiple vendors to develop software, each with their own speciality is becoming increasingly more common.  There is much sound logic in the approach. For example: internal resources may generate requirements while a second, offshore organization performs the construction, and a third, a testing specialist tests the work product.  The result: often a complete system at reduced cost. 

An independent test team is healthy in most circumstances because the testers will probably:

  •  Not make the same faulty assumptions that may have been made by developers
  • Find pride in defect detection (versus developers whose sense of worth may come from development itself, not finding defects),
  • Be testing specialists (rather than developers who were made to test)
  • Possibly be lower cost per hour than the main development team

Note the upcoming 7.4 release of SEER-SEM includes knowledge bases out of the box for these partial development scenarios.  Today, in SEER-SEM  7.3  users may simply define such multi-vendor estimates themselves or ask technical support for assistance.

    In my opinion, I don’t think I have encountered a situation in 8 years that I could not represent with SEER for Software in such a fashion that it was readily defendable and logically consistent with what an experienced software engineer would expect (assuming he was honest and not just “preaching the party line”.
